                    MARMARA UNIVERSITY CONTINUING EDUCATION CENTER REGULATION

                               SECTION ONE Purpose, Scope, Basis, and Definitions

 

Purpose ARTICLE 1 – (1) The purpose of this Regulation is to regulate the procedures and principles regarding the purpose, fields of activity, administrative bodies, duties of the administrative bodies, and working procedures of the Marmara University Continuing Education Center.  

Scope ARTICLE 2 – (1) This Regulation covers the provisions regarding the purpose, fields of activity, administrative bodies, duties of the administrative bodies, and working procedures of the Marmara University Continuing Education Center.  

Basis ARTICLE 3 – (1) This Regulation has been prepared based on sub-paragraph (2) of paragraph (d) of the first clause of Article 7 and Article 14 of the Higher Education Law No. 2547, dated November 4, 1981.

Definitions ARTICLE 4 – (1) In this Regulation, the following terms shall have the following meanings: a) Center (MÜSEM): Marmara University Continuing Education Center, b) Director: The Director of the Center, c) Rector: The Rector of Marmara University, ç) University: Marmara University, d) Administrative Board: The Administrative Board of the Center.

                             SECTION TWO Purpose and Fields of Activity of the Center

Purpose of the Center ARTICLE 5 – (1) The purpose of the Center is to organize education, training, and course programs by using face-to-face and/or distance education technologies to offer lifelong learning opportunities to all segments of society, including public, private sector, and international organizations and individuals; to plan, prepare, and implement fixed or mobile examination organizations; and to provide examination center services related to all kinds of national and international certification and/or certificates.

Fields of Activity of the Center ARTICLE 6 – (1) The fields of activity of the Center are as follows: a) To organize general participation training events and programs within its field of activity. b) To provide training, certificate programs, examinations, and similar events related to its field of activity through face-to-face, electronic, distance, and blended methods. c) To organize or mediate the organization of national and international level training and certificate programs, courses, seminars, conferences, congresses, workshops, and similar events in the fields needed by public and private sector institutions and organizations, as well as international organizations and individuals. ç) To provide consultancy services in the fields needed by public and private sector institutions and organizations, as well as international organizations and individuals, and to establish collaborations within the scope of the Center's field of activity. d) To offer question preparation and examination services for universities, public institutions, and the private sector. In this context, to carry out or mediate the carrying out of all kinds of national and international examination organizations. e) To organize vocational training such as family counseling, workplace medicine, occupational safety expertise, occupational health and safety, the content of which is determined by public institutions within the scope of legislation, as well as in-service training for public and private sector institutions and organizations. f) To organize national and international personnel certification and certification training in accordance with the principles determined by accreditation and qualification granting institutions, to conduct examinations, and to issue certificates and certificates of attendance. g) To carry out the publication and sale of all kinds of national and international works, whether periodic or non-periodic, related to the Center's field of activity. ğ) To issue certificates of achievement, certificates of attendance, certificates, and similar documents according to the type of activity. h) To organize educational, social, and cultural activities and to provide all kinds of technical, equipment, and material support to organizations to be carried out by relevant units in these fields. ı) To engage in other activities related to the purpose of the Center.

                            SECTION THREE Administrative Bodies and Their Duties

Administrative Bodies of the Center ARTICLE 7 – (1) The administrative bodies of the Center are as follows: a) Director. b) Administrative Board.

Director ARTICLE 8 – (1) The Director is appointed by the Rector for a term of three years from among the University faculty members who are working in the fields related to the Center's activity. The Director whose term of office expires may be reappointed. The Director is responsible to the Rector for the regular execution and development of the Center's activities and work. (2) The Director submits to the Rector for approval the names of at most two University academic staff members to be appointed as assistant directors to assist him/her in his/her duties. When the Director is not on duty, he/she designates one of his/her assistants as acting director. If the acting directorship lasts uninterruptedly for more than six months, a new Director is appointed. When the Director's term of office ends, the terms of office of his/her assistants also automatically end.

Duties of the Director ARTICLE 9 – (1) The duties of the Director are as follows: a) To represent the Center and ensure the regular execution of the Center's work. b) To convene the Administrative Board for meetings, determine the agenda of these meetings, and chair the meetings. To implement the decisions taken by the Administrative Board and the work program it has prepared, and to supervise the effectiveness of the programs offered. c) To determine the need for academic, administrative, and technical personnel to work at the Center in accordance with the relevant legislation, from within or outside the University, and to submit proposals regarding their assignments to the Rector. ç) To make the internal division of labor within the Center. d) To prepare the annual activity report of the Center and submit it to the Rector after obtaining the approval of the Administrative Board. e) To carry out the administrative and financial affairs of the Center, and to plan and prepare the annual budget of the Center. f) To cooperate with relevant institutions and organizations and prepare projects in the fields of activity of the Center. g) To perform other duties assigned by the Rector in line with the aims and activities of the Center.

Administrative Board ARTICLE 10 – (1) The Administrative Board consists of a maximum of ten members, including the Director, assistant directors, and at least five and at most seven members appointed by the Rector for a term of three years upon the Director's proposal from among the full-time academic staff of the University. A member whose term of office expires may be reappointed. If a member leaves office before the expiry of their term, a new member is appointed to complete the remaining term. (2) The Administrative Board meets at least six times a year upon the Director's call, with an absolute majority, and decisions are taken by a majority of votes. The membership of a member who fails to attend two consecutive Administrative Board meetings without permission or excuse may be terminated upon the Director's proposal and the Rector's approval.

Duties of the Administrative Board ARTICLE 11 – (1) The duties of the Administrative Board are as follows: a) To establish the general strategies and policies of the Center and to coordinate and evaluate the activities related to the various programs to be organized. b) To review the activities of the Center and take necessary decisions. c) To evaluate the activity report prepared by the Director at the end of each activity period and to arrange the work program for the next period. ç) To determine the principles regarding the issuance of certificates of attendance, certificates, and similar documents to be given at the end of the training programs. d) To determine the draft budget to be submitted regarding the Center's fields of activity. e) To fulfill other duties assigned by the provisions of the relevant legislation.

                               SECTION FOUR Miscellaneous and Final Provisions

Working Groups ARTICLE 12 – (1) Permanent or temporary working groups may be formed to increase the efficiency and effectiveness of the activities related to the Center's working subjects. Working groups are established upon the Director's proposal and the decision of the Administrative Board.

Personnel Needs ARTICLE 13 – (1) The academic, technical, and administrative personnel needs of the Center are met by the personnel to be assigned by the Rector in accordance with Article 13 of Law No. 2547, upon the Director's proposal.  

Cases Not Covered by Provisions ARTICLE 14 – (1) In cases not covered by the provisions of this Regulation, the provisions of the relevant legislation shall apply.

Regulation Repealed ARTICLE 15 – (1) The Marmara University Continuing Education Center (MÜSEM) Regulation published in the Official Gazette dated April 20, 2003, and numbered 25085, has been repealed.

Entry into Force ARTICLE 16 – (1) This Regulation shall enter into force on the date of its publication.

Execution ARTICLE 17 – (1) The provisions of this Regulation shall be executed by the Rector of Marmara University.
